i have searched for help with the ports for atleast 30 mins, i need some serious help...
the only tutorial i found had a very bland description on how to set up dolphin netplay.
so how can i forward the ports for dolphin?

What do you need the port forwarding for? You should be able to set the port that Dolphin uses from the netplay options. You can use a port that your router or firewall accepts and won't block. I don't know your situation, but one of the easiest ways to do port forwarding is to let your router take care of it. Most routers have options for port forwarding, though they tend to differ in they to set it up.

Wow. Just wow. >_< It's just not my day. Can't believe I completely missed the fact that Dolphin (and other emulators) needs to use port forwarding. It's been too long since I messed with netplay of any sort. yeah, I suck...
