It's open source. You can do whatever you want. If you want to talk to the "author" though then get on irc, you can talk to the devs there. You'll want to talk to ector, he is one of the original two creators of dolphin and he is responsible for giving people developer status on google code. Here is the irc info:

Server/Network: irc.colosolutions.net (or any efnet server)
Channel: #dolphin-emu

Well the most stable revisions is 2.0 (the latest official release). But the most compatible would be the latest svn release. You can checkout the source here: http://code.google.com/p/dolphin-emu/source/checkout

That's this nifty little thing called page file. Crysis used it a lot in a 32bit environment. Introduces unbearable lag.
