You must not mess with dll files manually, ever. In theory it works, but since the windows dll system is screwed up, it just won't work.

Did you try installing that update? And if that doesn't work, which might be, because it's just an update, try:

If one of those works, can you report back, so the FAQ can be updated? All the developers have the full Visual Studio installed, which should include this.
