You need to install DirectX End-User Runtimes (June 2010) to fix this issue...

Where did you download that Dolphin build from? Isn't there supposed to be a Plugins folder containing at least the Plugin_DSP_HLE.dll file, one of which Dolphin looks for by default?

As for making recent builds of Dolphin to run without 0xC000007B or VCOMP100.dll errors, did you already try what was on the FAQ?
My computer specs:
OS: Windows 7 Ultimate x86
CPU: Intel Core 2 Duo E6750 @2.66Ghz - 2GB of DDR2 RAM (400Mhz)
GPU: NVIDIA GeForce 8800 GTS 512
