When you are on a budget that low you have to build yourself. That pc doesn't even have a discrete graphics card. You could build a pc cheaper and more powerful with a decent graphics card for that price though.
In fact if you want to save more money, I know of quite a few people who throw away "ye olden computers", you could salvage a case and the power supply at the very least.
