I was having this same problem, even though I had already installed the [color=#ff0000]2010 64bit Redistributable for C++. [color=#000000]So I did a search [/color][/color]in my Windows Reg folder for "vcomp100" and it was in a 32 bit folder for some reason, x86 all I did was deleted it, double checked to make sure I had SP1 and reinstalled the 64bit C++ and Dolphin booted up fine!
b) reinstall the VC runtime. USE AN UP TO DATE INSTALLER.
