Please Help "Configuration Issue"

Good afternoon!!
I'm writing about a simple configuration issue. I've installed
the emulator on 2 computers. I'm using
4.0.2 and for some reason on one of the installations along the main buttons
"Open"..."Refresh"..."Browse" down to "Wiimote"
you can't select OPEN or Refresh or Wiimote....they are grayed out!
Can anyone tell me what configurations to change in order to enable these
choices?
