Player 2 controller don't work

I can'y player 2 players on anything. Ive went into the setting and set the config for both pad 1 and pad 2 and when I press the buttons they respond. But when I start a game it only picks up one controller. I've tried games on steam and have no issue so it has to be something within the emulator.
