Modern PC games and emulators like Dolphin are two different kinds of programs. PC games depend a lot on the GPU for performance, while Dolphin needs the GPU to handle things like anti-aliasing, internal resolution, and anisotropic filtering. While some games in Dolphin are demanding on the GPU, most often the CPU contributes the most to performance, as you've researched. Modern PC games can get away with mid-range CPUs so long as the GPU is good. For Dolphin however, not so much.

Post your settings, either as text or screenshots, so we can see if there's anything that you need to change. Also, try to find out your exact hardware specifications. You already have the CPU listed, but what's your GPU? Your profile says 768, but that's just a number, not a model.
