Okay, it's a little late but here is what I found out. Turns out I wasn't crazy.
If I select DSP HLE Emulation in the Audio tab, and then in the game properties I uncheck DSP HLE Emulation (it is then using LLE), instead of using LLE Recompiler it is using LLE Interpreter. The performance I get in LLE Recompiler is about 450 % speed in the first area of the game. With LLE Interpreter, it's about 200 % area.
So that's what was going on.
I'll make a thread about this issue.
