Yes, but Dolphin makes it rather annoying. You have to extract the DOL separately from the other files in the game, then you need to set the DVD Root option to the folder where the game's files are (except the DOL doesn't need to be there), then you need to launch the DOL as if it's a homebrew program. You might need to set the apploader too, I've forgotten.
