how can i7 @ 3.0 beat a dual core @ 4.0?
doesnt dolphin only use two cores?

also turbo boost would only go to 3.4~3.6 right?

Without turbo boost, I don't think the i7 have a chance against a heavily overclocked Core 2. Core i7 have more cache, better CPU architecture efficiency, and so on.

Performance per clock is much higher due to various architectural improvements.

An i7 clocked at 3GHz is significantly faster than a core 2 quad clocked at 4GHz. Depending on the settings and whether the build is optimized for sse4.2 an i7 can sometimes achieve up to 3-4 times the performance per clock of a core 2 with options like efb to ram thanks to a much higher memory and cache bandwidth.

I have roughly the same as you but I have GT430 Graphics.
I am trying to run Metroid Prime 3 at a relatively good resolution and also at around 40-60 fps.
Is this even possible?
Any solutions to lag and slow down for me?

Honestly, I don't think it will be that good for you, it's challenging on much better processors than that.

AMD is known to have a poor performance with Dolphin, most AMD processors (even overclocked) struggle to keep up with Intel processors at stock clock with the program, your best bet would be to get an i5 or i7
