Zelda TP has been tested with LLE backend by @Venomx1 and another member (I forgot his username) . Keep in mind that latest Dolphin is more demanding (depending on the game) than old Dolphin version such as Dolphin 3.5 . So "Zelda TP used to require i5 3570k @ 4.5GHz"
You will have better performance if you use HLE backend though you have to deal with sound issues

Anyway . i5 3570k @ 3.4GHz has maximum turbo boost as 3.8GHz (single core turbo mode) , 3.6->3.7GHz (quad core turbo and dual core turbo) . i5 3350P @ 3.1GHz has maximum turbo boost as 3.3GHz (single core or dual core ) , 3.2GHz (3 cores) , 3.1GHz default clock for 4 cores

At stock speed (include turbo boost) , your i5 3570k is much faster than his
Although Dolphin is a dual core application , you still need extra cores for background processing . That's why Dual Core Turbo Mode isn't activated when you run Dolphin . In most cases , Quad Core Turbo Mode is activated

The HD texture pack will need more CPU performance since this is emulation which is completely different from PC gaming (PC gaming : as fast as possible GPU + low-mid range CPU . Emulator : as fast as possible CPU + low-mid range GPU) . Don't know about HD texture pack on Zelda TP but many other games has been tested
Make sure you have "ZTP hack" enabled as mentioned in the wiki
