I have a Intel Core 2 Quad Q8400 @2.33 Ghz And Radeon Hd 6870
will I be able to play Wind Waker At full Speed (60 fps).
Also does a 32 bit OS and 64 bit OS make any difference in dolphin

Yes. The 64 bit dolphin builds are usually between 10-30% faster depending on the game. The 64 bit builds can only be run on a 64 bit OS.

Probably. The cpu requirements for WW are pretty low compared to most games. However I would seriously consider overclocking that cpu since the clock rate is a bit too low for most games.

i think the Intel Core 2 Quad Q8400 can be overclocked to 3 Ghz and i assume that it wont be enough to play wind waker.
can you suggest some games that would be playable on my cpu.

I tried Mario Kart Wii and it runs at 20 fps and Super Smash Bros. Brawl at 30 fps. any other game that would run 60 fps on my system

1) Use PAL versions of games, their framerate is 50 instead of 60, so it's easier for full-speed emulation.
2) If you have x64 OS, use the x64 version. If not, install x64 OS :-)
3) Make sure your settings are at default and that you're using the D3D9 renderer.
4) Try to overclock if you know what you're doing.

You can try "House of the Dead 2+3 : Return" for some shooting fun !

Wind Waker should run like butter on a Q8400 @ 3.0GHz. It runs fullspeed on any core 2 duo 2.4GHz and up. It's much lighter than super smash bros. or mario kart wii.
