This is all to be expected for the most part. We did increase GPU usage a bit during the rewrite. In lower settings, things are a bit faster for people on low end computers, but on higher end PCs, things should be mostly the same until you enter super extreme settings territory, which can still be optimized as ideas come up and new APIs get more efficient.

In all, the rewrite is a good thing for all the reasons you have stated. If performance under extreme settings must be sacrificed in order to improve things, that's not a bad thing either for an emulation project. After all, the difference between levels of extreme settings is small.
I added a final case, one of the worst ones yet in Resident Evil: Darkside Chronicles. Again, 4x makes a huge difference vs. 6x. My performance at those high settings is GPU limited, according to HWInfo, so I'll stick to 4x and save the more extreme settings for a future upgrade.
