Not according to how the rest of the internet/society uses the term. In this context (hardware) the word "above" means "faster than". This complies with at least one possible definition of the word above and the common sense needed to interpret the word based on context. I have never seen anyone even think of interpreting the phrase "any card above" the way you just did. Although I do appreciate you clarifying it for the OP I doubt the OP would have interpreted it that way since it makes no sense.
