You can run it at 30 fps with this patch. It is worth doing if your machine can handle it, as it makes things a bit smoother.

) if i launch it in window mode, you can see the frames dropping from 30-29 every few seconds, and you get noticeable (for me) lag while moving around the world (feels like before i applied the 30fps patch. While using LLE i HAVE to use audio throttle otherwise there is crackling worse then HLE. Audio throttle seems to be what slows down the game to 29/30 rather then a constant 30. LLE sounds great! but that 1 frame performance dip annoys me when i have a system that should be fine running 30 fps
If you make 9993 smaller you get higher fps, larger you get lower fps. I actually set it to run just a little bit faster already which is why that's there but I was aiming for max 59.94 with a more accurate fps counter. If it runs too fast audio sync in cutscenes starts to break.
