That's not possible, right now there is no fix for either the grand star freeze or the music looping issue so it's just not possible that these wouldn't be an issue for you just as it's an issue the hundreds of other people using Dolphin.
Another thing, music doesn't last for the duration of the level, it usually stops after looping once or twice, well before the end of the level so I don't know how you tested or concluded this. The patch you linked to doesn't affect Mario Galaxy music in any way, not even close as the issue with Mario Galaxy is with the AFC decoder and that patch doesn't even come anywhere near close to the code used for the AFC decoder.
I did make a minor modification and posted a patch a while back that made the music last a lot longer but it is no longer working with the latest builds, now the music always stops after looping once or twice.
