Paths (GIMP) or Pen Tool (PS). There are several ways that I create the borders, with one method being superior than the others.

1: The faster/less accurate way is to create a path through the center of the border, then apply a stroke effect to it equal to the width of the border. Problem with this is, border width is usually variable, and edges tend to become "sharp" in some spots.
2: Another way is to trace the outer edge of a border, select it, fill it, shrink the selection, then delete. This has the same advantage/problem of creating a border that is perfect width all the way around, but ends up with better edges.
3: The superior way is to trace both sides of the border as closely as possible until you have a closed loop, then turn it into a selection and fill it in. I really prefer this method, its more time consuming but the results are usually much better than the other 2 methods.

For example, Hammer was all method 3. Shell is a mix of method 3 for the outer borders, method 2 for the center white part, and method 1 for the top-inner part (brown stripes).

Okay I got that, lastly, what is the best method to rip the textures? I'm using the dump textures but it takes a long time finding every single texture and making sure it's for the right character and such.

Finally got around to take screenshots of the textures I've been working on. There are a bit more textures I made that I forgot to screenshot but I'll make a post on all the changes and textures I made.

Those textures of you guys look so great that I finally want to start playing this game but then I think I want to rather wait for all/most textures to be done >_<

that would be invader. Usually the pack gets updated once enough textures have been shared since the last version to warrant a new update. 

also for the most part you shouldn't need textures higher than 4x the original resolution. 4x should still look great at higher than 1080p and are more resource friendly. (background textures at higher res are fine but can be memory intensive)

So let's say Nintendo comes out with a HD remake of this game for WiiU or NX. Would you still buy it? I know I won't.
