So when I start up the game it has these weird black boxes around the characters any fixes? (The image is cropped because of dolphins max image size

I'm guessing it's a GPU driver problem. Unless there's a different version of the driver for your device where this problem isn't present, there might not be much you can do.

Sounds like "discard" is broken, or blending.

It's an alpha blending issue.
Someone changed the alpha blending code in Dolphin to stop working around QCom's failing driver which stopped working around their failure boolean comparisons.
[edit]Looks like the boolean negation workaround is still in place. Looks like newer drivers have double failed on it somewhere though[/edit]
Really it's a fail on Qcom's part.

Good ol' Qualcomm. No one screws up drivers quite like they do.
