I have various PAL games that run at 30 fps like Pandora's Tower PAL. However, I want to play them at 60fps but when I toggle PAL60 Mode it stays at the same 30, am I doing something wrong?

Pal games that run at 25 - 50 fps without the option will run at 30 - 60 with it. So it is either 25 to 30, or 50 to 60 with the option enabled.

Oh okay yes I just saw that, it works like that with every game excluding Fire Emblem for Wii. Is there a way of forcing them into 60fps? Also, is there a way to also enable PAL60 Mode with Gamecube games?

If you forced them to 60, the games would run at double speed. Console games are not like PC games; they run at a fixed speed, since all original hardware is identical. The only thing PAL60 mode lets you do is play at the original NTSC 30 fps speed instead of playing the game slowed down to 25 fps (or 60 instead of 50, depending upon the game).

For GC games, hold the B button when the game is booting, and you should get some kind of prompt asking if you want to play in 60 Hz mode (assuming PAL60 is supported).
