Ok thanks for the help it is much appreciated and makes a lot of sense. The only LIAC code i can find for windows appears to be part of the Bluecove java library and i'm not entirely sure whether it would work (or I would get it to work), or not. Am I right in thinking that the dolphin bar would connect LIAC only (3rd party) remotes, without additional steps, and still allow me to use a (possibly modified version of a) low level C library (Wiiuse), to access the hardware? If so I'll just buy a dolphin bar, otherwise I guess i'll look into trying to force a BT dongle to use LIAC discovery mode. Thanks again for the help.
