You need to do a LIAC query to see most third-party Wiimotes. Official remotes are visible without this, but on a real Wii, the Bluetooth stack uses LIAC for discovery. See PR 3865 for how it's done in Dolphin's Linux Bluetooth code. No idea if this is possible to do on Windows; it's probably not.

AFAIK, Android broke something with Wii Remotes, even official remotes, so you won't be able to get it working there.

Probably. Keep in mind that the DolphinBar will only expose the HID packets.
