It could be that you got lucky and got chip which can boot into windows at that speed.
It doesnt mean its stable. Did you run prime95 or intelburntest ? If not try these programs and see if it will find an error or your pc will crash.
Also,I noticed that sometimes when cpu is overclocked too far it can actually be slower then it should be,even slower then stock speed.
Which speeds did you try ? Ony stock and that high overclock ? Its completely posible to get same perfomance as stock speed if cpu is unstable.
Try normal overclock and see what speeds you get. For example start with 3 ghz

Tip #1: Improve your spelling. "b", "ima", and "u" are not words.

No. We already pointed this stuff out but I'll say it again:
1. His max temps at load are 47 C.
2. His core voltage is only 1.41 volts. 1.5v is needed just to get the chip stable at 3.8GHz.
3. The cpu is clocked a full GHz higher than professionals were able to clock it. 4.7GHz
4. The cpu remains stable even when dolphin is putting full load on two cores.

This is so far from possible as to completely invalidate the readings.

No. Poor stability does not reduce performance at all. Overclocking too much may cause thermal throttling to kick in, reducing the clock rate and therefore performance. The higher voltage generates causes the cpu to generate more heat which can make the thermal throttling worse than at stock. I have had this problem in the past but if that was the case the software should be reporting it. Most likely his cpu is just not reaching the max P-state for some reason yet is reporting the info. for it.

It will improve IGP performance but not cpu performance. Do not change the memory timings unless you know what you are doing.
