Drastic was written from zero, aiming speed since it's birth. They didn't release the source, but I'm pretty sure that a lot of speed hacks exist (many games I tested with Drastic had minor graphical issues, fog isn't emulated in any game, etc). Also, NDS uses ARM architecture, the emulation overhead is much minor when running on Android, seen that almost all Android phones/tablets uses ARM processors.
Comparing to NDS, GC/Wii games are more demanding for a lot of factors (more RAM, faster CPU/GPU, more graphics to handle, etc), and PC requirements aren't that low, so Dolphin doesn't reach playable speeds with any phone/tablet released currently...
