I've recently updated from build 8078 to build 8225 and I can also confirm that OpenGL is slower. This is on Ubuntu 15.10 x64 with the NVIDIA 358.16 drivers running.
When testing a couple of GC titles that run at 60fps (i.e. Soul Caliber 2, Metroid Prime), it is chopping/stuttering quite a bit. Not as extreme as the OP has shared...but it is a noticeable difference.
What's interesting is that the FPS is running at 60 average and so is the VPS (60 - 100% average). Thought i'd share this as i've noticed this performance niggle and I can confirm that build 8078 was the last one I tested which OpenGL ran silky smooth.
