Information 
In the donation thread, Sonicadvance1 stated that Samsung Galaxy S4 would be the first smartphone capable of running Dolphin because it supports OpenGL ES 3.0, so, can I assume that any Android phone compatible with OpenGL ES 3.0 should be compatible with the new backend he's developing, like Adreno 305/Adreno 320 based android phones (Xperia L, Xperia M, Galaxy S4 Mini, Optimus F5, etc)?

Keep in mind that I'm asking if the video backend will be compatible, not if the quoted phones will be able to run Dolphin at playable speeds...

Yeah, should be, if they get the Android 4.3 update at least (which is bringing OpenGLES3 officially to phones that didn't include it before)

Yes, they'll be able to run it as well. I've already seen a adreno 305 phone on glbenchmark that has the newer drivers

Android 4.3 isn't required, Android 4.3 will just bring the Java interface support. Since Dolphin is nearly all in native code, it doesn't need that.
The only thing required for Adreno 320 devices is the correct drivers, minimum required is version 14 for OpenGL ES 3.
Version 14 of the drivers with the kernel is a bit buggy though, so I'll have to make workarounds for it.

There ya go. Idunno if its 100% confirmed yet, but if you Google something along the lines of "Android 4.3 OpenGLes 3" pretty much all the articles you see (minus HTC's new phone or whatever) talk about it like its fact.
