open GL screen tearing in dev builds

i dont no were the problem started but i have tested 4.0 1941 and for me when using open GL i have very bad screen tearing. enabling v sync dose not fix it. this dose not happen for me in the stable builds of dolphin.
OS: Windows 10 64bit
CPU Cooler: NZXT Kraken X52
CPU: i7 7700k 4.5ghz
MB: ASUS MAXIMUS IX FORMULA
GPU: GIGABYTE AUROS RTX 3080 Xtream
RAM: Gskill TridentZ RGB 16GB 3200mhz
HD1(OS): Samsung 840evo 250GB
Game drives
HD2: Samsung 860EVO 1TB
HD3: Samsung 860EVO 500GB
HD4: WDCB1TB
HD5: WDCB4TB
PSU: EVGA G2L 850watt

well i did some testing myself and though i did not test every single build from 4.0 to latest i did narrow it down to this. 4.0 623 ran pefectly on open gl with no screen tearing. but 4.0 651 is were the screen tearing started. i was unable to test other revisions between these 2 builds as they did not seem to show on the list in the download section. i hope this helps fix the open gl screen tearing issue for future builds of dolphin.

Now this is only a workaround because something is wrong with GLExtensions, it seems.

At least here, force disabling V-Sync in nVidia Control Panel strangely fixes tearing in OpenGL...

On AMD cards, you actually need to force VSync to fix the tearing.

Yeah, just got a Amd r9 280x (upgraded from a GTX 560) and there was noticeably much more screen tearing going on.

Try this build: https://dl.dolphin-emu.org/prs/pr-533-dolphin-latest-x64.7z

Enable VSync and see if the tearing still happens.
