open dolphin, mouse starts to randomly move about my screen

Have you tried dolphin on windows 8.1 and less(like windows 7)
My friend, who is on windows 10, experienced this similar issue while setting up a game of smash.

so, than its a windows 10 bug? in which case it should get fixed before windows 10 releases as a whole lot of people are going to be making the switch.

Try placing a bug report on their github with extensive information.
I don't have Windows 10 installed, so I can't help you much!
