It's tough to say when it is truly completed. Basically everything is already retextured. Or so I hope. What is mostly happening is revamping a lot of stuff. Currently Ocarina of Time is having some big revamps for the next update V4.2 in order to bring it more in alignment with Nerrel's wonderful textures for Majora's Mask. Speaking about Majora's Mask, just about all areas up to and including Stone Tower Temple are revamped with Nerrel's textures. There are a few more places in Ikana Canyon to redo, the Moon obviously and probably redoing some parts of Clock Town (yet again). As for when V4.2 will release... Probably not for the foreseeable future... I sense Trails of Cold Steel III releasing soon on PC... So uhh... Yeah... Retexturing will have to wait for a while.
Ocarina of Time is mostly based on the Community Retexture Pack which already fits an appropriate style, through quite low-res at times. Nerrel's textures attempt to make the textures even more accurate to the originals and of course in a much higher quality. Some of that can be seen in the recent posted screenshots (which are already a bit dated).
As for your question on PAL, yes, even PAL textures have been included, such as French, German, Spanish (also for Ocarina of Time through a rom hack) and even Japanese. This includes the Pause Menu fonts, title screen, ingame fonts and whatelse. Sadly you will need to run the PAL versions with a limited support of AR / Gecko Codes (if you were interested in those). AR / Gecko support is mostly exclusive to the NTSC-U versions for now (you can run Japanese on your US copy of Ocarina of Time through). There are no plans for extending AR / Gecko Code support to PAL for the foreseeable future.
Personally, I really hope that this project is not going to take decades. I won't survive that myself. I have other plans as well. It mostly depends on when Nerrel finishes his Majora's Mask texture pack and how willing I am to go at it every day. I could take several months. Perhaps a year. The project is mostly in the stage of revising. Iteration and perfection. Perhaps it's never truly finished... It was already supposed to be finished a looooong time ago (ugh... I always find something I would like to improve upon).
