Are you using the PAL or NTSC version of this game? The PAL one may run in 25 fps mode. If so, check progressive scan (or pal60, I don't remember) to get 30 fps.
In the end, don't look at the fps, there is also a percentual speed. If this one is at 100%, everything is fine. If you want more frames, just hit TAB, but so also the emulation will go faster
