Okay... let's try this again... any way to get a performance boost?

So here's my specs.
AMD Athalon II X4 630 Processor 2.8GHz
4GB RAM
ATI Radeon HD 5700 Series
As I said in the other thread, I'm using all the recommended settings for Sonic Colors and I can ALMOST run the game more or less perfectly, only getting frame drops in certain areas. I'm hoping to find some option that I can tick/untick that will give me even a slight speed boost. Can anyone help?

You still haven't listed your exact settings. "Recommended" can mean anything depending on who recommended stuff. Unless you were referring to the default settings, that is...

Everything is clear now , your CPU is too old and weak for Sonic Color that's why you have slowdown
Performance Boost ? Overclock your CPU to 3.4GHz and try again (Even 3.4GHz Athlon is not powerful enough to run full speed with no slowdown , you should upgrade your CPU)

Accurate VBeam emulation will help a bit (and it does miracles in Sonic Unleashed), but yeah that CPU is slow for this game.
