Do not pair it through windows! It never works, and can keep Dolphin or the Toshiba stack from connecting with it!
Since it's not a -TR, you don't need the Toshiba Stack at all. Clear out anything you've set up and remove the toshiba stack, and follow the connecting instructions here: https://dolphin-emu.org/docs/guides/configuring-controllers/#Real_Wiimote
