I was playing around with settings combinations and I noticed that in some instances that one moment the game would be running fine, then the performance would drop for no reason.
I turned on GPU-Z and seen that even though the GPU was being used, Nvidia power management was still kicking in and lowering the card's speeds.
Nvidia power management is a feature that lowers the card's voltage as to save power, and restores the normal voltage when it detects the card is being used.
Unfortunately the way it decides on usage is a general measurement of around 10%, and under normal circumstances this wouldn't be a problem, but because Dolphin doesn't stress the memory controller it goes unnoticed.
If this is happening to you simply go into
Nvidia Control Panel > Manage 3D Settings
Select the Program Settings tab
Click Add
Find the Dolphin exe
Scroll down the options and where it says "Power Management Mode" change it to "Prefer Maximum Performance"
Now whenever Dolphin is running a game the power management won't engage.
