It's not quite that simple. The FPS doesn't necessarily stay the same when you switch to 50 Hz, it can drop a bit. It doesn't hurt to try the 50 Hz mode, though.

Could you explain me please how to turn on 50 Hz PAL mode in the official build and how to see VPS (it shows only FPS)?

Sorry, but it's not very easy. That setting is stored in the SYSCONF file, which is hard to edit by hand since it's in a binary format. The easiest way to set 50 Hz would probably be to change the setting on the PC version of Dolphin and then copy over the SYSCONF file to your Android device.
