NVIDIA Shield Multiple controller issue

I know I've had some problems with Steam streaming where the device being streamed to wouldn't detect multiple controllers, but it sounds like Steam is picking up the controllers just fine and dolphin isn't while streaming? Just to double check, did you set up the controller profiles on the shield tv or on your pc, or on both?
