The Nvidia Sheild with the Tegra 4 does not have OpenGL ES 3 support. It will not run Dolphin ever.
The newly announced Nvidia Tablet with the K1 has OpenGL 4 and OpenGL ES 3 support and seems to run lighter GC games well according to Sonicadvance. However, you may want to wait off for a bit for the dual-core "super core" version of the K1, as it will be way faster than the quad core K1, and will run Dolphin faster 07-25-2014, 08:36 AM
so it will be better if i wait a little bit for the tablet? thanks oh and the super core version of the k1 dolphin emulator will run GC games at 80-100% speed?

Yes, wait for the tablet. If you're really patient, wait for the super-core version.
Since it hasn't been released yet, we can only speculate on how fast they will run. Most likely the more demanding GC games won't run well, but medium and light games may get 80-100%, as the light games run around 80% now on the K1 quad
I'd bet that project Denver will run Dolphin full-speed on most games. But thats probably still a year away. If you want, I can sell you my Nvidia shield for a good price. It runs everything BUT dolphin perfectly. I just never find myself using it (or my Open Pandora for that matter)
