I am attempting to play Legend of Zelda the Wind Maker and it is visually bugging out really weird and the screen in flickering making it basically unplayable and I think it is that I have an RTX 2070. But I don't know.

post your graphics settings.

In any case, it's more than likely issues with an incorrect GPU driver install.
