I made a post a while back about this and now that I'm on a new computer, new ROM (legally dumped), and new Wiimote, and a new nunchuck, the problem I had previously persists.
In this video I am not touching the controls except for hitting "A"

On my new computer, the game runs all the time at 100% speed so there is no question of it being an issue of framerate.
I am able to combat the movement by holding the other way on the nunchuck joystick but it only lets me go straight and holding it the same direction does nothing.
I assume it to be an issue with the joystick calibration but I can't change it since I have the Wiimote attachment set to "None" to get the real nunchuck working.
I am using an original Wiimote with Motion Plus not integrated, along with an original nunchuck. My setup is a Hybrid Controller with everything but the IR using real controls, with the IR controlled by my mouse.
I've upgraded many times to the latest master builds of Dolphin and I've found no solution. I sincerely don't know what the problem is.
