You can only have one Wii Menu installed at a time, so I guess that means you installed an NTSC Wii Menu in one way or another...

yeah i installed every region wads multiple times, but then installed back to PAL. but when I try to install PAL Wii menu wad on the NAND, it still boots me up to a NTSC Wii Menu.

and it also seems like that this NAND cannot change the Wii Menu WAD. Maybe it has something to do with the Dolphin Update

I found a solution. I accidentally turned off "Allow Mismatched Region Settings", but then when I updated Dolphin where they add a feature "Boot Optionally allow preserving region settings in setting.txt. So first I turned off that setting, then I started the PAL Wii Menu, then turned on that setting again, and then now it's back to PAL. And I wasted time to Backup my Wii Savefiles. Thx Dolphin -_-
That update was literally confusing.

Ah, I wasn't aware that that update could cause something like that to happen...

So you had a PAL Wii Menu installed, but when you started it, it was as if you had started an NTSC Wii Menu? Did you notice that based on which discs it allowed you to boot, or was it because of some other difference, like the time being shown with a 12-hour clock? (I'm asking because I'm wondering if the update could cause trouble to the point where it would be better if we reverted the change.)
