NTSC/PAL Toggle?

I have some a copy of another code R that I got for cheap since its pal and Im in the usa, but whenever I boot it up the image stutters like the emulator is emulating NTSC, is there a toggle I need to use or something?

There is no toggle like this, but you could try enabling/disabling PAL6 mode in Wii settings
