NTSC & PAL Games

Sorry for double posting ( The Netplay Column seems dead ) anyway

Would NTSC and PAL games be compatible to play online

ex: I play a NTSC version and my friend plays PAL versions, and we want to play with each other.

Also I have an idea for Dolphin Netplay when it gets more advanced

Someone should try to implement voice chat, Kinda like xbox live.

And When its full screen kinda a on screen on screen UI such as you can see a Volume thingy the flashes when you talk

And a cool interface, Like you can press a command like Alt+Z and a box popup ( On screen ) for you to type.

About the NTSC and PAL, I think you should be able to play with each other, because... Look at the xbox or the PS3 everyone over the world can play with each other! People from America and Europe can play with each other, so this should be possible right?

Nope, NTSC and pal wii/gc games are not just in different video format, much of the code is different, that is why Pal cheat codes wont work on NTSC games.
