Turn on show FPS under graphics to keep track of how it's running. If Shulk runs slow and it's 60fps, there's a problem, but likely you just aren't getting the 60fps.
Turn on Store EFB copies to texture only for as long as there is lag, it will help reduce it. It can usually run with all hacks set to ON, besides vertex rounding set to OFF. Some people use XFB = Virtual. Try Vulkan if you can. Make sure dual core is on in config and when you right click the game -> properties.
See if the intro fights with Dunban has lag when running normal 30fps.
