No, it's just a big, obvious low hanging fruit for performance. Not a magic bullet that will solve everything.

My J7 2015 does not support this extension, and it has r15p0 driver version. Here's my report:

I'm using Onkiller ROM with the kernel ported from A5 2016. I found another device (J400F) with same GPU (Mali T720) and EXT_buffer_storage support, but it has the driver version r22p0, the same for G935F with Mali T880, so it confirms any device with this driver version or above will support this extension.
