what build are you using, if you are using app from playstore than that will happen try one of the latest dev versions from https://dl.dolphin-emu.org/builds/ currently the latest build is dolphin-master-4.0-1796

I had the same problem and it seems to be related to the Qualcomm drivers because when I upgraded to 4.4.2 everything loaded just fine.
The only way i could get wind waker to work with that release, was with:
dual core
jit arm recomplier
software video.
And even with that i can only get it to show the nintendo and dht logos at 1 frame every 1.2 sec before it goes black screen again
