There aren't any Android virtualization platforms that support OpenGL ES 3.0, which is a minimum requirement of Dolphin.
This requirement wasn't set in the APK file until recently so it was most likely using our software renderer, which can potentially run under OpenGL ES 2.0. Although I think support for that has been broken recently? I haven't tested to be sure.
In any case, the real minimum requirement is GLES3.0 so Andy can't support that.
The new HTC M9 will of course be running a Snapdragon 810, which will include Cortex-A57s, which will be able to run Dolphin's AArch64 recompiler. Which is a fair bit faster than the ARMv7 recompiler. So it should be the fastest Snapdragon based device in that regard.
I personally have no idea how the new video drivers will react with Dolphin that the Snapdragon 810 provides, it includes a bunch of new features that Dolphin can use and they may break instantly since I haven't tested them on the new platform. Time will tell on that one, and if we need to work around broken Qualcomm video driver features we will.
I plan on getting one of the new Snapdragon 810 flagships that is going to be announced at MWC, probably whichever one gets to market the quickest, mostly so I can test the S810s as quickly as possible.
I will say this though. A Snapdragon 810 will still have its speed limited purely due to the video drivers, which makes the Tegra platforms still stomp Snapdragon.
