you see i am not very good at things like this and i use a different site to get emulator software from and it seems that they havent updated their selection so i decided to have a look on here and found ALOT of newier versions lol

and i dont know which one to download because i really want to play the resident evil games (gamecube versions not wii) but found when i did it had horrible lag on my old laptop.

since then i bought a new one (here are the specs)

and i wanted to know if my laptop could run the resident evil games (RE 0, RE 1 RE 4 etc)

also i noticed it says i have 2 CPU's but it seems that i am only using 1 i have had a look online and found that you can change the start up to start both CPU's up but it does not make alot of difference any input into this from you all would be appreciated.

Try to download the r6901.

Your Cpu are a bit weak...yep its dual core but only 2Ghz Undecided ...
Rig:
Cpu: Quad Core Q9550 @2.8Ghz (0% OC)
Ram: 4Gb Ram - Dual Channel Enabled @800Mhz (0% OC)
Vga: Ati Radeon HD5850 1Gb (0% OC)
OS: VVindows 7 x64

but my CPU is not that weak . . . . is it i can play most games on it except the settlers 7 but that is the only one so should i change the settings to use Both CPU's because only one boots up with the computer

Use 64-bit version since your OS is 64-bit. And yes your CPU is weak for emulation, which require many times the CPU of the original console.
Specs: intel i5 3570k @ 3.4GHz;
16Gb RAM; Raedon HD 7900;
Win8 64-Bit
