Try to get used Haswell CPUs and 1150 socket. A G3258 is $52 new (cheaper used) at microcenter and can OC to 4+Ghz, allowing most Dolphin GC and Wii games to run at full speed at 1080p if you have a decent GPU as well.

That is more expensive than the whole build im trying to do hmm... i wonder if i can make something under $400 that can run dolphin at decent speeds.
