Try to get used Haswell CPUs and 1150 socket. A G3258 is $52 new (cheaper used) at microcenter and can OC to 4+Ghz, allowing most Dolphin GC and Wii games to run at full speed at 1080p if you have a decent GPU as well.

a decent GPU? arent those $400 by itself?

That is more expensive than the whole build im trying to do  Big Grin

hmm... i wonder if i can make something under $400 that can run dolphin at decent speeds.

Err... No, they are not. 1050 GPU's are around 110 dollars on amazon right now, and will easily run dolphin at 1080p and with other enhancements enabled.
400 dollars is 'super high end', not 'decent'
