If this is all true then the issue is the way the controller is reading FFB commands. A driver may fix this...

Not quite once dolphin comes on it starts to vibrate but a few minutes or seconds later. If I unplug the usb and plug it back in no matter what it will start vibrating later. Additionally if Dolphin has not yet run the controller will not vibrate.
