So, I've been using Dolphin for a little bit now, and all of a sudden it doesn't seem to want to work. I've tested this with every game I own, and I get the same error every time.

GPU: OGL ERROR: Need at least GLSL 1.30
GPU: Does your video card support OpenGL 3.0?
GPU: Your driver supports GLSL 4.40 - Build 21.20.16.4534

Now, last time I checked, 4.40 is more than 1.30, so what exactly is the problem here? This has never happened before.

EDIT: Thanks to JosJuice. I switched from 5.0 to 5.0-1331, and that fixed the issue.

Make sure you have the latest driver for your GPU
and btw , OpenGLis not the only backend that can run game. There are tons of option like Direct3D12 (directx12) , Direct3d11 , Vulkan
And if you want to use Direct3d12/11 , you must have the latest directx installed

Try the latest development version of Dolphin. I'm not sure if it fixes your exact problem, but it does fix one problem with versions being detected incorrectly.
